Several reports and biographies state that Rai moved to Dubai during the mid-1990s and worked closely with Sharad Shetty, a businessman widely believed to be associated with Dawood Ibrahim’s D-Company. This brought Rai into the larger Mumbai-Dubai underworld ecosystem.

After Chhota Rajan split from Dawood Ibrahim following the 1993 Mumbai bomb blasts, the Indian underworld fractured into rival camps. During this period, many gangsters and operators across India aligned themselves with either the Dawood faction or the Rajan faction.

Reports indicated that the gunmen involved had links to Ravi Pujari and operatives connected to Chhota Rajan’s network. According to accounts attributed to Agni Sreedhar, one of the major differences between him and Muthappa Rai was Rai’s willingness to collaborate with larger Mumbai-based crime syndicates. Sreedhar reportedly opposed the introduction of Mumbai’s gun culture and the influence of national crime networks into Karnataka’s underworld.
